GUARDRAILSTRATEGIES
STRATEGIC COMMUNICATIONS & NARRATIVE INTELLIGENCE

Precision strategy for principled leadership.

Defending the structure that makes self-government possible. Guardrail Strategies helps public-interest leaders recognize manipulation, expose hidden influence, and respond before distorted narratives become conventional wisdom.

Start a conversation See the doctrine

Before we had laws, we had stories. Before we had books, we had stories. Story is how we learn, how we spot danger, how wisdom survives long enough to reach whoever comes next. But a story doesn't have to be false to be dangerous — when someone with the wrong motive owns it, it stops teaching and starts working on you. The most effective weapon is the one you don't know you're reinforcing.

Write your story before someone else writes it for you.

ABOUT GUARDRAIL STRATEGIES

Built for leaders working in the public interest.

We help campaigns, advocacy organizations, institutions, writers, and media identify narrative threats, expose the machinery behind them, and respond before manipulation becomes conventional wisdom.

Our work connects communication strategy, crisis response, political psychology, and systems analysis. We examine how messages move, where they gain authority, what they are designed to trigger, and who benefits when the public accepts them as true.

Because the strongest response is rarely the loudest one. It is the one that recognizes the strategy, protects public trust, and restores people's ability to make informed choices.

OUR ANALYTIC METHOD

Forensic Integrated Communication

The full system behind the message — and the consequences it was built to produce.

We are not all voters. But we are all consumers.

We consume information, stories, reputations, identities, institutional claims, and explanations of how the world works. What is communicated — and what is communicated about us — shapes who people believe us to be, what they trust, what they fear, and how they act.

Integrated communication is often associated with marketing: coordinating messages across channels to influence what audiences know, feel, and do. But those same systems operate far beyond products and advertising. They shape leadership, public trust, institutional legitimacy, political identity, and democratic agency.

Guardrail Strategies uses Forensic Integrated Communication to examine that full system. We analyze what was communicated, what was intended, how the message traveled, what audiences understood, what actions followed, who benefited, and who paid the price.

The question is not simply whether the communication worked. It is what it worked to accomplish — and what it changed along the way.

Kimberlee Cole
FOUNDER · PRINCIPAL · NARRATIVE WARFARE STRATEGIST

"I'm a problem-solver by nature. Chaos doesn't overwhelm me — it tells me where to look. I follow the money, identify who benefits and who bears the cost, and read past manipulative language to what is actually being done, to whom, and why."

ABOUT THE FOUNDER

I did not fall in love with marketing. I became obsessed with what marketing becomes when the product is power.

Kimberlee Cole founded Guardrail Strategies to help public-interest leaders see the system behind the message — and respond with clarity, evidence, and purpose.

Kimberlee holds a master's degree in Integrated Marketing Communication and developed Dark IMC, a framework for understanding what happens when integrated communication strategy is stripped of its ethical guardrails and used to engineer public perception.

Her work focuses on narrative warfare, strategic inoculation, rapid response, crisis communication, and the systems connecting political actors, funders, institutions, media channels, and influence networks.

THE TRANSPARENCY PLEDGE

No knowingly concealed funding. No deceptive pass-throughs. No arrangements designed to disguise who is paying, who benefits, or whose interests are being advanced. Lawful donor privacy is not the same as hidden influence — and we do not pretend it is. If you're not in it for the people, you're not who we work with. We hold ourselves to the same standard we hold everyone else to, because the moment we don't, it's on this name.

WHAT WE DO

Engagements built for the threats you're actually facing.

01
Narrative Watch

Early detection, strategic analysis, and response guidance for emerging narratives and reputational threats.

Guardrail Strategies monitors publicly accessible information environments for repeated claims, misleading frames, narrative attacks, and signs that a story is beginning to spread. We filter the noise, assess the evidence, identify the risk, and translate what matters into a concise, decision-ready brief.

What We Monitor

  • Emerging narratives and recurring claims
  • Public discussions across relevant platforms, forums, media, and online communities
  • Narrative migration from fringe spaces into wider circulation
  • Repeated language, influential amplification, and changes in framing
  • Information gaps or vulnerabilities that could be exploited

What You Receive

  • Clear summaries of what changed
  • Risk and evidence assessments
  • Source links and supporting documentation
  • Recommended response options
  • Escalation alerts when action may be needed

No data dumps. No panic dashboards. Just what changed, why it matters, and what to do next.

02
Rapid Narrative Response

Strategic guidance for high-stakes moments when the story is moving faster than the facts.

Guardrail Strategies helps campaigns, organizations, institutions, and public-facing leaders respond to emerging attacks, misleading claims, reputational threats, and fast-moving public controversy. We assess the narrative, identify the intended effect, evaluate the evidence, and develop a response that protects credibility without feeding the attack.

What We Assess

  • What is being claimed
  • Who is advancing or amplifying it
  • Which audiences are being targeted
  • What emotion or belief the narrative is designed to activate
  • Whether the claim is gaining traction
  • Which facts, gaps, or vulnerabilities are being exploited
  • Whether a public response is necessary

What You Receive

  • Rapid narrative and risk assessment
  • Clear response recommendations
  • Key messages and supporting facts
  • Language for public statements, media responses, or stakeholder communication
  • Guidance on timing, tone, and distribution
  • Documentation of the claim, sources, and narrative progression

Respond with precision — not panic. We move fast — but never faster than the evidence allows. New engagements start with a rapid intake to establish the record; returning clients get our full speed from message one. A bad first response is worse than no response — it can go viral.

03
Narrative Risk Assessment

A structured review of the narratives, vulnerabilities, and information gaps that could be used against you.

Guardrail Strategies examines how a campaign, organization, institution, public figure, or issue may be framed by opponents, critics, media, or online communities. We identify foreseeable narrative risks before they become public problems and recommend practical steps to reduce exposure, strengthen credibility, and prepare for likely attacks.

What We Examine

  • Existing public perceptions and recurring criticism
  • Statements, policies, partnerships, or past events that may be reframed
  • Information gaps that leave room for speculation
  • Likely attack lines and emotionally effective narratives
  • Audience concerns that opponents may exploit
  • Weaknesses in current messaging, transparency, or public explanation
  • The difference between legitimate vulnerability and manufactured controversy

What You Receive

  • A prioritized narrative-risk inventory
  • Likely attack frames and trigger events
  • Evidence and credibility assessment
  • Audience and stakeholder impact analysis
  • Recommendations for closing information gaps
  • Prepared response positions and message guidance
  • Opportunities for proactive education and inoculation

Find the vulnerability before someone else turns it into the story.

04
Narrative Strategy & Message Architecture

A clear, credible narrative that connects what you do, why it matters, and what your audience should understand next.

Guardrail Strategies helps campaigns, organizations, institutions, and public-facing leaders build messaging that is coherent, evidence-based, and resilient under pressure. We identify the central story, organize complex information, clarify the stakes, and create a message structure that can be used consistently across speeches, interviews, websites, campaigns, public statements, and stakeholder communication.

What We Develop

  • Core narrative and strategic positioning
  • Message pillars and supporting evidence
  • Audience-specific framing
  • Clear explanations of complex issues
  • Language for values, stakes, and intended outcomes
  • Responses to predictable questions and objections
  • Message discipline across platforms and spokespeople
  • Guardrails that prevent confusion, contradiction, and overstatement

What You Receive

  • A central narrative statement
  • Message architecture and supporting pillars
  • Audience and stakeholder framing
  • Proof points, examples, and language guidance
  • Frequently asked questions and response positions
  • Recommended language to use — and language to avoid
  • A practical messaging framework your team can apply consistently

Do not leave the meaning of your work for someone else to define.

FOCUSED SERVICES
05
Funding & Network Mapping

Research and analysis that traces the organizations, funders, relationships, and influence networks connected to an attack, campaign, or coordinated narrative. We separate documented connections from inference and show clients what the available evidence does — and does not — support.

06
Confidential Pre-Report Consultation

A private, low-commitment conversation for individuals or organizations that suspect something is wrong but are not yet ready to initiate a formal report, investigation, or response. We help clarify what happened, identify what information should be preserved, and consider practical next steps without pressure to proceed.

Consultations are private but do not create attorney-client privilege or constitute legal advice.

07
Team Inoculation Training

Practical training that helps teams recognize manipulation tactics, narrative attacks, information laundering, and pressure strategies before they are targeted. Participants learn how to identify warning signs, verify claims, preserve evidence, avoid accidental amplification, and respond through established internal channels.

THE DOCTRINE

Three moves. In order. Every time.

01
Educate

Name the mechanism. Before a narrative can be countered, the audience has to see how it was built and who built it.

02
Inoculate

Get ahead of the manipulation. Audiences that recognize a tactic in advance are far harder to move with it later.

03
Activate

Turn awareness into pressure. Coordinated, disciplined response — not scattered outrage — is what actually moves outcomes.

OUTCOME
Build the Guardrail

When the evidence supports it, move beyond messaging and identify the policy, institutional, procedural, or communication safeguard needed to prevent recurrence.

DOCTRINE IN ACTION

Trust Comes With Receipts

Illustrative example — a fictional campaign built to demonstrate the doctrine, not a real client or engagement.

01 — Educate
Check Me Hub

A public archive of official campaign statements, corrections, ads, and policy positions — so voters aren't left guessing what was actually said.

01 — Educate
Spot the Tactic PSA

Voter education showing how manipulation actually works — naming the tactic before it's used against them.

02 — Inoculate
Rumor vs. Record

A rapid-response tool that compares misleading claims against the documented record and names the tactic behind them.

02 — Inoculate
Ethical Campaign Pledge

A public promise to disclose official messaging, correct errors, avoid deceptive sourcing, and respect voter agency.

03 — Activate
Donor Transparency

A clear, public view of campaign funding, spending, vendors, and communication priorities — nothing left for opponents to speculate about.

Structural Outcome
Receipts Requirement

A public commitment to introduce or support specific transparency legislation within the first term — with a public tracker showing whether it actually moves. Not a promise. A receipt.

Ready to hold the line?

We are all guardrails. This is Guardrail Strategies — precision strategy built on the mechanics working against you, not just the messages aimed at you. The old playbook was written to protect power. We wrote a different one — for the people defending it.

I won't work with a client who's in it for themselves. I've spent my career earning these skills, and I'm not going to spend them helping someone look good while doing damage. I stand for democracy. If you don't, I'm not the strategist you're looking for — and I'd rather tell you that now than after.
